After learning that samples of deadly Ebola and Nipah viruses had been sent from Canada’s top-security lab in Winnipeg to China, Public Safety Minister Dominic LeBlanc said his reaction was similar to that of an MP who expressed incredulity upon learning of the move.
“I’m really concerned about the March 2019 incident where [Winnipeg lab scientists Xiangguo Qiu and Keding Cheng] were implicated in a shipment of live Ebola in Hanipah [Nipah] viruses on a commercial Air Canada flight. How the hell did that happen?” NDP MP Charlie Angus asked during a House of Commons Canada-China committee meeting on April 15.
In response, Mr. LeBlanc said, “When I saw that report, and publicly, I had the same reaction as you.”

The minister deferred Mr. Angus’ question to the Public Health Agency of Canada, saying, “I don’t have any [information], but I had the same reaction as you, Mr. Angus.”
Mr. LeBlanc, who became minister of public safety in July 2023, was previously minister of intergovernmental affairs starting in July 2018.
The National Microbiology Laboratory (NML) in Winnipeg shipped 15 different strains of Nipah and Ebola viruses to the Wuhan Institute of Virology (WIV) in China on March 31, 2019. The package was sent from Winnipeg to Toronto and then on to Beijing via a commercial Air Canada flight.
Ms. Qiu and Mr. Cheng
The request to the NML management for the shipment of the viruses was facilitated by Ms. Qiu. The shipment was eventually approved by the NML management.
Ms. Qiu and Mr. Cheng, a married couple, were escorted out of the NML in July 2019 while under RCMP investigation. The couple were fired from their positions on Jan. 20, 2021, for having undisclosed ties to Chinese regime entities.
In 2021, in response to MPs’ questions about why the NML shipped virus samples to the Wuhan lab, laboratory management said the shipment followed all proper protocols and was in response to a letter from the Chinese lab indicating that they were to be used to understand their pathophysiology—the nature of infection—and the development of antivirals.
Declassified intelligence documents show that Ms. Qiu also sent antibodies and other materials to China without prior approval.
Shipments included antibodies for the China National Institute for Food and Drug Control, as well as small amounts sent to laboratories in the United Kingdom and the United States for testing.
The documents show that Ms. Qiu discussed the shipment of Ebola and Nipah with WIV employees in July 2018, and initially suggested that a formal agreement is not necessary as “no one owns the IP.” She also expressed “hope there is another way around” rather than issuing a formal agreement.
The documents also show that Ms. Qiu signed on to a project at WIV involving research on Ebola, and that some of the virus strains that were shipped from NML were meant for this project. Ms. Qiu had asked that the project remain a secret to her Canadian management as WIV was in the process of requesting the transfer of the virus strains from NML, the documents say.

The Wuhan lab has been involved in synthetic biology research on the deadly Nipah virus, according to testimony from a U.S. scientist. Synthetic biology involves creating or redesigning biological entities and systems.
“The Nipah virus is a smaller virus than SARS2 [the virus causing COVID-19] and is much less transmissible,” Dr. Steven Quay, a Seattle-based physician-scientist, told a U.S. Senate subcommittee hearing on Aug. 3, 2022. “But it is one of the deadliest viruses, with a greater than 60 percent lethality” and 60 times deadlier than SARS2, he said. “This is the most dangerous research I have ever encountered.”
Chinese Talent Recruitment
During the April 15 House committee meeting, Mr. LeBlanc acknowledged revelations from the declassified documents that Ms. Qiu was involved in China’s Thousand Talents Program. The program was recognized by U.S. authorities as China’s efforts to “incentivize its members to steal foreign technologies needed to advance China’s national, military, and economic goals.”
It is clear that “elements from a Chinese-sponsored recruitment program were involved” at the Winnipeg lab, Mr. LeBlanc said. “It is well known that such programs are one way that China seeks to incentivize academics to participate in activities that exploit advancements in Canadian technologies.”
China is using the programs “to improve its military and intelligence capabilities, as well as the economic competitiveness all at the expense of Canada’s national interest,” the minister said.
He declined to address concerns raised by Conservative MP Michael Cooper regarding the delay in removing Ms. Qiu from the NML, saying it should be addressed to the health minister whose department is in charge of the Public Health Agency of Canada, which in turn oversees the NML.

NORAD conducts routine intercept of Russian aircraftentering Air Defense Identification Zone
COLORADO SPRINGS, Colorado – The Alaskan Region of North American Aerospace Defense Command (NORAD) detected, tracked, positively identified and intercepted two Russian aircraft entering and operating within the Alaska Air Defense Identification Zone (ADIZ) on April 17, 2023.
Russian aircraft remained in international airspace and did not enter American or Canadian sovereign airspace. This Russian activity in the North American ADIZ occurs regularly and is not seen as a threat, nor is the activity seen as provocative.
Development began in 1949 and was continually refined up to present day making The Tu-95 BEAR perhaps the most successful bomber produced by the Soviet aviation, enjoying such a long service in a variety of roles and configurations.
NORAD aircraft, including F-16 fighters, F-22 fighters, KC-135 Stratotankers, and E-3 AWACS, conducted the mission.
Almost two decades old-The Lockheed Martin F-22 Raptor is an American single-seat, twin-engine, all-weather stealth tactical fighter aircraft developed for the United States Air Force.
NORAD tracks and positively identifies all military aircraft that enter the ADIZ. NORAD routinely monitors aircraft movements and as necessary, escorts them from the ADIZ.
Since Russia resumed out of area Long Range Aviation activity in 2007, NORAD has seen a yearly average of approximately six to seven intercepts of Russian military aircraft in the ADIZ. These numbers have varied each year from as high as 15 to as low as zero.
NORAD employs a layered defense network of satellites, ground-based radars, airborne radar and fighter aircraft to track and identify aircraft and inform appropriate actions. PETERSON SPACE FORCE BASE, Colorado – The North American Aerospace Defense Command and U.S. Northern Command will conduct its annual homeland defense exercise, VIGILANT SHIELD 23, Apr. 11-19, 2023.
Exercise VIGILANT SHIELD is a bi-national exercise between the United States and Canada designed to assess and enhance the readiness of NORAD and USNORTHCOM, its components and mission partners to defend North America from attack.
Personnel from across the United States and Canada will participate, including the commands’ Headquarters, the Alaskan, Canadian and Continental NORAD Regions, USNORTHCOM components (U.S. Army North, U.S. Air Force North, U.S. Navy North, U.S. Marine Forces North, and Special Operations Command North), and other subordinate units and mission partners.
VIGILANT SHIELD 23 provides NORAD and USNORTHCOM opportunities to examine and refine strategies, evaluate processes and procedures, and demonstrate the ability to address threats in various environments and domains. It is primarily a Command Post Exercise using simulated forces and involves the commander, the staff, and communications within and between headquarters. While the overall exercise scenario is classified, it is designed to assess and enhance NORAD and USNORTHCOM’s ability to defend North America across all domains, which include air, land, maritime, space and cyber.
NORAD is a bi-national command formed by a partnership between Canada and the United States. NORAD provides aerospace warning, aerospace control and maritime warning for North America. USNORTHCOM conducts homeland defense, civil support and security cooperation to defend and secure the U.S. and its interests. The two commands have complementary missions and are co-located together on Peterson SFB, Colorado.
An earlier example of a Canada-United States bi-national command exercise. A Royal Canadian Air Force (RCAF) CP-140 long range patrol aircraft flies in formation with two U.S. Air Force F-16s and a RCAF CF-18 during North American Aerospace Defense Command’s Arctic air defense exercise, Amalgam Dart 21-02, March 22 and 23, 2021. The exercise will run from March 20-26 and range from the Beaufort Sea to Thule, Greenland and extend south down the Eastern Atlantic to the U.S. coast of Maine. Amalgam Dart 21-02 provides NORAD the opportunity to hone homeland defense skills as Canadian, U.S., and NATO forces operated together in the Arctic. A bi-national Canadian and American command, NORAD employs a network of space-based, aerial and ground-based sensors, air-to-air refueling tankers, and fighter aircraft, controlled by a sophisticated command and control network to deter, detect and defend against aerial threats that originate outside or within North American airspace. Hypothetically other planets may have life forms. Water has been found on our Moon and Mars that can be separated into hydrogen and oxygen, using an electric current or the short wave radiation of the sun. The oxygen could be used for breathing purposes; the hydrogen night be used as a fuel. There is indication that the inhabitants of celestial bodies, or extraterrestrial biological entitle (EBE) desire to settle here.
1.If they are politically organized and possess a certain culture similar to our own, they may be recognized as an independent people.
2.If they consider our culture to be devoid of political unity, they would have the right to colonize. Of course, this colonization cannot be conducted on classic lines. A superior form of colonizing will have to be conceived, that could be a kind of tutelage, possibly through the tacit approval of the United Nations. We cannot exclude the possibility that a race of extraterrestrial people more advanced technologically and economically may take upon itself the right to occupy another celestial body.
The division of a celestial body into zones and the distribution of them among other celestial states. A moral entity? The most feasible solution it seem would be this one, submit an agreement providing for the peaceful absorption of a celestial race(s) in such a manner that our culture would remain intact with guarantees that their presence not be revealed. It would merely be a matter of internationalizing celestial peoples, and creating an international treaty instrument.
The presence of unidentified space craft flying in our atmosphere (and possibly maintaining orbits about our planet) is now accepted by our military. Military strategists foresee the use of space craft with nuclear warheads as the ultimate weapon of war. Attack no longer comes from an exclusive direction, nor from a determined country, but from the sky, with the practical impossibility of determining who the aggressor is.
When artificial satellites and missiles find their place in space, we must consider the potential threat that unidentified space craft pose. One must consider the fact that miss-identification of these space craft for an intercontinental missile in a re-entry phase of flight could lead to accidental nuclear war.

The Canada Aviation and Space Museum is proud to support OEX Recovery Group Incorporated (“OEX”), in a project involving the search-and-recovery of nine free-flight Avro Arrow models from Lake Ontario. The project was created by OEX as a Canada 150 initiative.
As one of the three museums under the new Ingenium banner, the Canada Aviation and Space Museum – in collaboration with the Canadian Conservation Institute – will provide historical information to support the conservation, treatment, and collection of any recovered models or materials.
The Avro Arrow was the first and last supersonic interceptor designed and built in Canada. Developed between 1953 and 1959, it was produced to counter jet-powered Soviet bombers that had the potential to attack North America over the Arctic.
The nine Avro Arrow free-flight models that OEX hopes to locate and recover were test models used to evaluate aerodynamic qualities and stability of the storied aircraft’s design. They were flown over Lake Ontario between 1954 and 1957.
Through a national partnership involving the Canada Aviation and Space Museum, OEX, the Royal Canadian Air Force and the Canadian Conservation Institute, the Museum will keep the public apprised of any milestones in the search-and-recovery mission. It will also provide periodic updates on plans for conservation, preparation and public exhibition of the artifacts.
OEX holds survey and recovery permits from the Ontario Ministry of Tourism, Culture and Sport. It is financially supported by a group of Canadian mining companies and financial institutions, and is funding survey and recovery work, as well as committing to conservation work and display costs.

Comme la contribution à l’aviation du Canada a évolué pour inclure les technologies aérospatiales, la collection et le mandat du Musée se sont aussi élargis pour inclure les vols spatiaux. La collection comprend plus de 130 aéronefs et artéfacts (hélices, moteurs) militaires et civils. L’accent est mis, mais n’est pas exclusif, sur les réalisations canadiennes. Il s’agit de la collection d’aéronefs la plus importante au Canada, et l’un des plus beaux musées mondiaux de l’aviation.
Pièces de résistance: Le plus gros élément du fameux Avro Arrow encore disponible (le nez de l’appareil); le Canadarm d’origine de la navette spatiale Endeavour; le bombardier Lancaster WWII; l’exposition Vivre en orbite : la station spatiale internationale.
À propos d’Ingenium : Musées des sciences et de l’innovation du Canada
Dévoilée en juin 2017, Ingenium est une nouvelle identité qui a été adoptée pour préserver et raconter l’histoire du patrimoine scientifique et technologique du Canada. S’inspirant de la racine latine du mot « ingéniosité », cette identité corporative englobe trois institutions nationales, soit le Musée de l’agriculture et de l’alimentation du Canada, le Musée de l’aviation et de l’espace du Canada et le Musée des sciences et de la technologie du Canada. Sous l’identité Ingenium, ces trois musées deviennent des lieux où le passé rejoint le futur, et où les visiteurs peuvent apprendre et explorer, s’amuser et faire des découvertes. Ingenium se tourne aussi vers l’avenir grâce à son Centre de conservation des collections à la fine pointe de la technologie, dont l’ouverture est prévue en 2018, à ses plateformes numériques et sociales, ainsi qu’à ses expositions itinérantes d’envergure nationale et internationale qui sauront éduquer, divertir et captiver des publics de tous âges partout au Canada et dans le monde entier.
